Not all IP addresses are equal

IPv4 addresses aren't all interchangeable. Some ranges are private (not routable on the internet), some are special purpose (loopback, link-local), some are multicast, and some are public (globally routable).

Understanding which range an address falls in immediately tells you where packets with that address can and can't go.
